will my garter snake hibernate?

We have a young garter snake, less than a year old. We need to know what to do for it as we live in a very cold climate, Northern Alberta. The snake lives in a tank in my son's room, we do have a heat rock, but if the snake hibernates, should we use it? Any information would be a great help. He eats well, too.
