Horned frrogs are really fun to keep. I would not go with a heat pad, since the frogs burrow in order to cool off, as they would in nature. A heatlamp is great to use for heat.
The best substrate is coconut fibre in a "brick" form, that you re-hydrate in a bucket. its consnstency is like soil, kinda, and the frogs will spend 90% of their lives buried in this. it goes under the brandnames EcoEarth, ForestBed or BedABeast. A shallow water bowl, about as deep as the frogs' lower lip, must be provided, easy to get into/out, and changed daily with nonchlorinated water. I feed my adult 7-8 crix every few days, sometimes substituting 4 nightcrawlers instead. Here's a pic of my little Ornate:
