the other reply is wrong. just because not a UVB bulb doesn't affect the color. the wrong temp affects the color and UVB bulbs do not emit heat. you do need UVB/A bulbs for pacmans but you also need a heat lamp. what is the temp in the aquarium anyway? and what is in the setup? if the frog is stressed then it will change color. something probably wrong with your tank.
