frog spawn

On the edge of a pond on a golf course, I found what appeared to be frog spawn. In was in globs of light green "jelly" and had pin head sized white dots throughout. Only there doesn't appear to have any black dots. It's been cold the last couple of days. Is the spawn dead? Or is it just too new to see the black dots?
