Need help Identifying this water plant and if its safe

well today we went on a trip to a far away land called Ohio to go to this big flea market. while i was there i found this cool looking water lilly type plants. The women said it is like a water lilly but is called a "floater". She also said it blooms.
i did a search on the net and found nothing similiar. So if you can id it or tell me if its FBT safe that would be cool.

the body has round ball type things on it with laefs on the end and the roots are almost "hairy" looking. the roots pictured are short. the other 2 we bought have roots around 6-7" inches long.
