I haven't read the GA law, but I'd be surprised if it states anything beyond something like "species which occur naturally cannot be kept in captivity." Blizzard corns, for example, while they are technically the same species as those that naturally occur, absolutely, positively do not occur naturally in Georgia (or anywehre else, obviously). Any fool can tell the difference between a blizzard and a normal corn.
The law is overbroad, and likely implemented by an administative agency (which has no elected officials to keep an eye on or vote out of office).
