Rather than setting up a registry first, then offering prizes in show competition, it may be that the competition should be offered, and that the registry would eventually result from that.
Registration of dogs, as we know it today, evolved from competition between breeders. Small kennel clubs resulted from people wanting to join organizations dedicated to their specific breeds. The ruling Kennel Clubs, then developed through the efforts of the most dedicated enthusiasts of the kennel clubs. Setting up a registry is a huge project, but I think it is something that would eventually evolve, if we started offering competitions.
Having organized a few small dog shows, I can tell you that "fun" competions aren't all that difficult or expensive to offer. You just need someone to decide what the categories will be, and to bring in a few ribbons from one of the trophy houses. Ribbons and rosettes aren't bankrupting expenses, but they sure look great on the walls of the winning breeders/owners. The result of such a win, is that the breeder/owner of the winning animal sees a higher demand for that animal's progeny and siblings, and then can command a slightly higher price.
Eventually, once that person's name is established as being associated with superior livestock, the standard to which that breeder adheres, becomes the standard for that breed or variety of animal.
I think that probably all the best breeders already do keep careful records of which of their livestock are best, and that they already breed to meet standards that they've set for themselves within their own livestock pools. So, I say, let's start offering some competition at shows. Never mind the registry at first, that will develop in time.
