I have no idea what is possible between a panther and a veiled. But I can tell you that you do not need to mate your female veiled to keep her from becoming eggbound. Here's a useful link regarding that subject. Putting a panther with a veiled is really not a good idea. But none of this answers your question. I think you will be the one to find out the answers to those questions.
