selling baby turtles OK in Florida?

I passed one of those roadside stands near Lake Placid set up for selling pet baby turtles today. The turltles were the 1 inch, red eared sliders that are not as easy to care for as they would like you to believe. Florida Fish and Game told me they are liscensed and legal. I thought it was illegal to sell these.
