Vision Cage Heating

Hi i am getting a uromastyx and have a question about heating. I have the heat device up to the upmost wattage and its still not quite enough. Is it safe to put the heating device inside the cage? I mean how big is the risk etc. Uromastyx are ground dwellers so i don't think the aniaml itself will cause a problem but is it risk what are your opinions?
