Capped up means that the snake was getting ready to shed. You didn't give any details so I will just make a few assumptions. Any reputable person will NOT ship a snake during its shed cycle; causes too much stress. Anyone who knows how to ship knows how to properly prepare a snake for shipping (proper bags, proper shipping boxes, ventilation, heat packs if necessary, etc.). Those appear to be wounds just posterior to the snake's neck. If fed live rodents, perhaps it succombed to bacterial infections (very doubtful this snake bit itself while in the bag). So, in short, SOMEONE IS AT FAULT and this shouldn't be taken lightly as this snake didn't need to die (unless it was just so sick from natural causes and if so, it definitely shouldn't have been shipped).
