your mom's right about this one. If your dogs are under 10 pounds, and the boa is or reaches 8 feet, it can definitely kill, and probably eat the dog-somebody in my area was recently arrested for feeding one. If your mom has approved another snake, and you have tree boas, why not move to another somewhat small snake, but maybe slightly more difficult? There are ways to advance in skill level besides size of snake.
Sorry if this sounds rude, but I also think you should stick with smaller species for now.
