Keeping My Boa's Tank Humid

I have a 85gl tank for my boa and i'm having real trouble keeping it humid. My boa just shed yesterday and it was not a good shed at all. I do have an under tank heater that i keep his water dish on. That get's it up to about 40% on a good day. The shed kahn just had left his head unshed. I did give him a bath to try to loosen the unshed shin but that didn't help, what else can i do? please advise
