Pick up a cheap, lowe energy flourescent fixture at your local hardware store (or Fred Meyers if you have them). Technology has advanced, and that humming noise is a thing of the past for the most part. An 18" fixture should be fine for a 20T.

As for messing up video tapes, I have never heard of that at all, and I have had flourescents around for as long as I can remember.
