:He is about 14" long, tank is 4x2, 8% uvb;~35% uva light which is 36"long, and a 150 watt Zoomed ceramic heat lamp.

Is this a lamp, or a ceramic heat only element? Does it provide light? They really need light as well as heat, not just for digestion, but for their "mental health". Not sure I've heard of what you're describing.

The lighting and heat lamp are about 28" from the floor..

The UVB tube needs to be no more than 12" from your beardie for it to be effective, so it should be right on top of the enclosure, preferably over some elevated basking spots. I'm not sure of your setup from your description.

Mercury vapor bulbs from reputable reptile supply stores also put out lots of UVB as well as heat and UVA and are a good alternative for fluorescent UVB tubes. They can be up to 3' away, depending on wattage, and still be effective.
