Do not let him roam freely until he is old enough that you trust he won't run away. With younger dragons, its hard to keep them on a leash because they're small so I would bring him out in a tub like you said. I'd say when he's about five or six inches (not including the tail) you should put him on a leash. Make sure not to let him run around where there might be pesticides or dangerous plants. And make sure he gets all the dandilions he wants. ^-^
