I daresay you are correct in doubting your identification of the lizard. ALs are very skink-like, with stubby legs. So far as I know, there are only a few lizards native to the Pacific Northwest, two of which are ALs. The others are the western skink and the western fence lizard. I doubt it was a western skink, and western fence lizards are terribly common, so I'd guess that it was one of them.
