Importing small farm raised mata matas

Seems most dealers are having a difficult time importing these turtles. I want to give it a shot. they will be for my pesonal collection. I think an individual can import up to 7 animals. Could someone please point me in the right direction to begin the process. Appreciate all replies. I will document all steps so I can help others do likewise! Thanks
