MY KINGSNAKE CANT KEEP ANYTHING DOWN (HELP)!

I have an albino cal king that is just over four years old and hw is only as thick as coax cable and around 22" long. The reason he hasnt grown is mainly because he has never been able to keep food down. he regurgitates about 80% of the time. Until last week we kept him in a ten gallon tank with a hide and a heat rock. No lighting or heat pad. we were told his growth and spit up problems stemed from heat and cage size. we do keep him plenty of water. Last week we went ahead and got a new 20 gallon tank anda heat pad and a 100 watt light for reptiles his cage temp has went from around 70 deg to 82 deg all the heat is to one side of the cage. Last weekend he had spit up two very small pinkies we had gotten him while he was in his old 10 gal tank. One day later, sunday we got the new cage. Wed i bought him another pinkie and he spit that up by thurs with all the new space and heat. I am ready to give up on this lttle fella. Any suggestion from experienced snake lovers would be greatly appreciated. thanks
