It depends, mainly appendix I animals can not cross state lines without paperwork. I.E. the Radiatad Tortoise can be sold withing a state without any paperwork but to cross state lines it requires that both people have USFWS captive bred wildlife permits. ON the other hand the Egyptian Tortoise is appendix I and it does not have the requirements for paperwork for crossing state lines. I am not sure why. You can contact USFWS Division of Management Authority who handle permits for any questions.
