Need some info on Argentine boa constritor

I have recently just rescuce an Argentine boa (B.c. occdentalis) from a bad owner. So far several articles that I have read to get information on it says that its an CITES class I speices. As far as I can tell they all say that I have to have a specal permit in order to have it. Is this true in all cases or just with wild caught,captive breed, or what not. Please any info would be great. Such as if I need a permit, how much it is, where I get it. Thank you
